Performance-Based Logistics (PBL) is a relatively new concept for military systems support. One
of the fundamental ideas in PBL is the transition from traditional transaction based support to a
more output focused contract supervision. PBL originated in the USA towards the end of the
nineties, but contracts based on performance metrics have been used in other sectors much earlier
than that.
The purpose of this report is both to give an introduction to the PBL concept and analyse
opportunities and challenges for the armed forces. This is accomplished through a literature
review. In addition to the review a theoretical framework for the report is developed based on the
value configuration analysis originally introduced by Stabell & Fjeldstad (1998). The theoretical
framework is used to identify opportunities and challenges the Armed Forces might face as a
consequence of increased use of PBL as a support strategy. In the analysis terms such as trust,
competence, organisation, information flow and data quality are central to establishing an
understanding of the PBL concept. The report will also present a short status for the use of PBL in
Norway today as well as international experiences with the concept.
