According to the procedures given in the Environmental Management System (EMS) in the
Norwegian military sector, all military units across the branches of the Royal Norwegian Ministry
of Defence (MoD) are obliged to report their environmental performance in the Norwegian
Defence Environmental Database (NDED). The purpose of this system is to act as a tool for
decision support at all levels in the military organisation, to cover the demands of the Norwegian
Armed Forces for reporting to the environmental authorities and other stakeholders, including the
obligations and needs related to the environmental information law (“Miljøinformasjonsloven”).
FFI has been responsible for building and developing the NDED for use in the Armed Forces, and
FFI is responsible for the management and further development of the EMIS.
On mission from the Norwegian Ministry of Defence described in the defence executive letter,
the Defence Estates Agency (DEA) is responsible for registering the environmental impact in the
NDED. FFI has supported DEA Construction Management (Forsvarsbygg Skifte Eiendom) in
surveillance and reporting of waste generation from dispose of constructions and buildings into
the NDED for 2008.
