This report proposes a vision and a holistic concept for a national civilian and military
collaborative effort in the field of drones (unmanned aircraft systems), as a response to the
newly published Norwegian governmental drone strategy.
The unmanned systems sector in Norway is far too fragmented today. Responsibility for a
desirable long-term development with proper prioritization should now be clearly allocated. The
enterprise architect role is needed as a driver and catalyst for efficient utilization of
governmental and commercial resources towards national goals in defence and preparedness,
sustainable natural resource management and job creation.
Increased use of the successful collaboration model known as the triaxial model version 2.0,
and the newly established ICE WORX center for innovation at the Norwegian Defence
Research Establishment (FFI) are potentially important measures. As is the establishment of a
governmental collaboration arena for work with unmanned systems. The establishment of a
physically distributed national test and competency network is proposed. A moderate number of
geographical focus areas for increased and especially quality controlled activities within testing
and experimentation are suggested. Andøya and Bardufoss are among these. The former may
take the role as a national drone center, acting as a strong catalyst for collaborative civilian and
military UAS activities in Norway.
